Mentone Man Arrested For Holding Woman Against Her Will

FULTON — At approximately 9:50 a.m. on Tuesday, July 11, Fulton County deputies received a report of a female that was held against her will at a residence in the 900 block of Monticello Road by a male acquaintance.
The female was able to escape and advised responding deputies he was armed with a firearm and had also been battered by the male. Local law enforcement responded to the address and attempted to call the male out of the residence. The male who was later identified as Franklin Hibshman, 34, Mentone refused orders to exit the residence.
Assistance was requested from the Indiana State Police Emergency Response Team, or ERT, and they arrived on scene. Shortly after ERT arrived on scene, Hibshman exited the residence peacefully and was taken into custody.
Hibshman was arrested and lodged in the Fulton County Detention Center for criminal confinement, a level 3 felony; intimidation, a level 6 felony; domestic battery, a class A-misdeanor; along with the active arrest warrant out of Whitley County for battery resulting in serious bodily injury.
Assisting the Fulton County Sheriff’s Office were Rochester City Police, Indiana State Police, ISP ERT, Lutheran EMS and the Fulton County Emergency Management Agency. Monticello Road remained closed for approximately three hours late yesterday morning as a result of this incident.
