Man Arrested In Marshall County For Allegedly Using Vehicle To Hit Woman

PLYMOUTH – A man was arrested in Marshall County for allegedly hitting a woman with his vehicle and exposing himself at a Plymouth business.
Roger Arbaugh, 68, North Liberty, is charged with battery by means of a deadly weapon, a level 5 felony; public indecency with a prior conviction, a level 6 felony; and leaving the scene of an accident, a class B misdemeanor.
On Nov. 2, a Plymouth Police officer responded to a report of an employee at Marshalls being hit by a vehicle.
According to court documents, the employee said she was crossing the drive between the Marshalls storefront and parking lot to go into work. While crossing, a vehicle hit and pushed her. As the employee attempted to get away from the vehicle, it continued to push her, with its driver leaving the scene in the vehicle.
A witness said the vehicle’s driver was initially looking down but continued to drive forward after realizing they hit the employee.
At the time of the report, the employee said she was fine and did not seek medical treatment. However, on Nov. 3, the employee contacted law enforcement and said she ended up going to a hospital later in the day on Nov. 2 due to pain on the entire left side of her body. Medical staff determined the employee sustained internal bruising in her lower body.
Officers used surveillance footage from nearby stores to identify Arbaugh as the vehicle’s registered owner.
In a phone call on Nov. 7, Arbaugh said when the incident occurred, he did not see the employee crossing the drive when he hit her. He told police he didn’t stop since the employee walked into the store.
On Nov. 23, a Plymouth Police officer responded to a report of a man exposing himself at Harbor Freight Tools. 911 dispatch advised the suspect was wearing pants with the crotch cut out of them and had a phone case that read “stop looking at my d***.”
Officers identified Arbaugh as the suspect, with Arbaugh stating he didn’t do anything wrong. Law enforcement noticed Arbaugh’s pants were intentionally altered so he was exposed.
When asked about his pants, Arbaugh alleged they had been damaged while working on a vehicle.
Court documents state a similar incident occurred in 2023 where Arbaugh intentionally exposed himself at a Plymouth business.
A female employee at Harbor Freight said Arbaugh came up to the register and intentionally positioned himself so he was exposed. The employee also told police she saw Arbaugh walking across a parking lot and that a child was in Arbaugh’s presence.
Arbaugh has two prior convictions for public indecency in Marshall County.
Arbaugh was booked in the Marshall County Jail on Dec. 5.
