Warsaw Common Council Approves Resolutions, Transfer Requests

WARSAW – The Warsaw Common Council approved several resolutions and transfer requests for multiple city departments during a council meeting on Monday, Nov. 17.
Council approved a resolution for Ideal Construction’s fiscal plan, with the resolution first being presented to council by City Planner Justin Taylor at their Nov. 3 meeting. The resolution pertains to the annexation of two parcels near Tecomet on SR 15, with the parcels being owned by Ideal Construction. Following the resolution’s approval, a second reading was held for an ordinance for the parcels’ annexation.
“If this is approved tonight, we would run an ad in the newspaper and then the ordinance would go into place as of Dec. 15,” said Taylor. “This is following the steps as outlined by the state.”
The council approved the resolution.
Community and Economic Development Director Jeremy Skinner presented a resolution on amending a declaratory resolution regarding the addition of the Polk parking lot to the acquisition list. This requires amending the Economic Development Plan for the Northern Economic Development Area.
“Basically, what we’re doing is adding to the existing plan through the acquisition of the Polk parking lot,” said Skinner. “In order for us to acquire any property, we have to add it to the acquisition list within a redevelopment area. It’s just adding the property to the list … so we can pursue acquiring it in the near future.”
Skinner said the Warsaw Redevelopment Commission and Plan Commission have already approved the resolution, which will go back to the redevelopment commission in December. The parking lot, located at the corner of Main and Indiana Streets, will initially be used for temporary parking until a downtown parking garage is constructed. Once it’s no longer needed for parking, potential development ideas will be considered.
Council approved the resolution.
Warsaw-Wayne Fire Territory Chief Joel Shilling and Public Works Director Dustin Dillon also presented transfer requests. Shilling asked for approval to move $7,200 from the local training support grant through the Indiana Department of Homeland Security to WWFT’s equipment replacement fund.
“This is a grant we applied for to do some upgrades to our training center,” said Shilling. “And we’ve been reimbursed, so it’s just putting that money back into our account.”
Council also approved a request from Shilling to transfer a Rural Communities Opioid Response Program reimbursable grant in the amount of $18,780.22 for CARES’ operations to WWFT’s operating fund.
Dillon presented a transfer resolution in the amount of $460,000 from the street department’s salaries budget to street repairs and maintenance. Dillon said the department has been down a couple employees and that the weather for 2025 resulted in the department being “conservative on overtime.”
Prior to the meeting, Councilwoman Diane Quance remembered former Kosciusko GOP Chairwoman Jean Northenor, who passed away on Nov. 6.
“I’m in gratitude for the life she lived and the service she gave to this community and especially to her contribution, especially to women, that are in leadership positions,” said Quance.
Council also:
- Heard that anyone residing in Wayne Township who needs smoke detectors or carbon monoxide alarms can obtain them for free at any of WWFT’s three fire stations.
- Was reminded by Mayor Jeff Grose that beginning Dec. 16, all city meetings will be held at the Warsaw Police Department’s training center due to work on City Hall’s HVAC system.
The next Warsaw Common Council meeting is at 7 p.m. Monday, Dec. 1.
