Three Arrested On Drug Charges

CROMWELL — Three people were arrested on drug charges after a search of a shed in Cromwell.
Kevin Cleon Clark, 48, 9845 N. 150W, Fremont, is charged with possession of a controlled substance, a class A misdemeanor; visiting a common nuisance, a class B misdemeanor; possession of paraphernalia, a class C misdemeanor; and possession of less than five grams of methamphetamine, a level 6 felony.
Julie A. Loubert, 49, 5473 N. 400W, Warsaw, is charged with possession of paraphernalia, a class C misdemeanor; possession of marijuana and visiting a common nuisance, both class B misdemeanors; and possession of less than five grams of methamphetamine, a level 6 felony.
Joshua Scott Allen, 46, 9760 E. Excalibur Place, Cromwell, is charged with possession of paraphernalia, a class C misdemeanor; and maintaining a common nuisance and possession of less than five grams of methamphetamine, both level 6 felonies.
On Sept. 11, Indiana State Police troopers learned that Clark had two outstanding warrants, and that Clark and his girlfriend, Loubert, frequented a home in Cromwell. Troopers identified Loubert’s vehicle parked outside of a residence and noted a significant amount of movement around a shed on the property.
According to court documents, when the trooper exited his vehicle, they located a man, identified as Allen, who said he lived at the address, and stated Clark was in the shed. Moving to open the shed, two other individuals exited, and a smell of burnt marijuana emanated from the shed. When the trooper opened the door, officers located Clark and Loubert, who were handcuffed and read their Miranda Rights.
Troopers spoke with Allen, who said that the shed was his, and gave officers permission to search it. Inside, officers found a number of items, including a metal tin container with three plastic zip top bags containing a white powdery substance, later field tested positive as methamphetamine; a plastic bottle and homemade glass smoking device with white residue, later field tested positive for methamphetamine; bag with a cut plastic straw with white residue and Loubert’s drivers license; three broken glass smoking devices; and a gray plastic container with plant-like material, identified as “spice.”
Officers spoke with Loubert, who stated the powder in the tin container was methamphetamine, and she had only smoked marijuana today, which she handed over to the trooper. Loubert also stated she last used methamphetamine on Sept. 10 in the shed with Clark. Clark admitted that he preferred to smoke spice and knew about his outstanding warrants. Allen told officers that he recognized the broken smoking pipes, as he threw them in a trash bag in the shed. Allen admitted he last used methamphetamine four to five days prior.
Clark and Loubert were booked into the Kosciusko County Jail on Sept. 11, while Allen was booked into KCJ on Sept. 27.
All three have been released on bond, but a warrant was issued for Clark after he failed to appear for an initial hearing on Oct. 2.
