Man Arrested For Allegedly Failing To Update Information On Sex Offender Registry

SIDNEY — A Sidney man was arrested for allegedly failing to update his information on the sex offender registry.
Noah Emmanuel Akins, 34, 106 E. Arthur St., Sidney, is charged with failure to register as a sex offender, a level 6 felony.
On Jan. 26, 2016, Akins was convicted of rape in Kosciusko County, becoming classified as a sexually violent predator with a lifetime registration requirement on the sex offender registry.
According to court documents, Akins is required to contact the Kosciusko County Sheriff’s Office if he will be away from his registered address for more than 72 hours.
On Aug. 5, 2025, KCSO was alerted by police from Kenosha, Wis., that Akins had been arrested in their city for disorderly conduct. On Aug. 11, law enforcement spoke with one of Akins’ relatives, who said Akins had been living with him in Sidney. He said Akins left the home on Aug. 4 and told him he was moving to Wisconsin.
On Aug. 11, Akins texted a KCSO representative and said he was going to call the following day but never did. As of Aug. 18, Akins had not reported to the representative or the sex offender registry in Kenosha.
Akins was booked in the Kosciusko County Jail on Sept. 8.
