Greater Clarity Needed On Proposed Conservancy District

Like many lake residents, I recently received a cheerful little postcard from the Webster Lake Conservation Association announcing its support for the proposed conservancy district to address the dam reconstruction. At first glance, it seems straightforward — the dam needs work, and they support creating a special district to handle it. Fair enough.
But then you get to the fine print. And like most things involving fine print and lakeside politics — that’s where it gets slippery.
Let’s take a closer look at the final paragraph:
“The WLCA Board has voted to support the creation of the conservancy district for the reconstruction and maintenance of the Webster/Backwater Lakes Dam. The Board has not taken a position on what powers the new conservancy district should have, if it is approved by the court.”
Wait — what?
So, they support the creation of a new government-like entity … but they’re not taking a position on what this entity should actually be allowed to do. That’s like saying, “Yes, let’s build a rocket ship,” and when asked where it’s going, shrugging and saying, “We’ll let the courts decide.”
Should this district be able to tax residents? Seize property? Enforce regulations? Who knows! Apparently, not the WLCA — even though they’re the ones who just gave the green light to forming it.
To top it off, they toss in the classic dodge: “… if it is approved by the court.”
Translation: “Don’t look at us if this whole thing goes sideways. Blame the court.”
It’s a curious stance: boldly support creating a potentially powerful entity — but take no responsibility for what it might actually do. One would hope our lake leaders would be a little more curious (and cautious) about what they’re co-signing.
In the spirit of transparency, community dialogue and good old-fashioned Hoosier common sense, I hope WLCA and the district’s supporters will clarify what exactly they are supporting — and what we residents might be signing up for.
