GOSHEN — Goshen City Council responded to an ongoing problem with illegal dumping by raising fines.

Previously, fences and cameras were installed to prevent dumping at Indiana Avenue recycling center.

Those efforts were not effective, so the council raised the fine to the state maximum of $2,500 for anyone caught dumping at the Indiana Avenue recycling center.
