Rochester Man Arrested For Failing To Update Information For Sex Offender Registry

FULTON — A Rochester man was recently arrested for allegedly failing to update address information for the sex offender registry.
Brian Keith Knoop, 56, 832 Monarch Lane, Rochester, is charged with failure to register as a sex offender, a level 6 felony.
On Aug. 3, the Fulton County Sheriff was contacted by a concerned citizen regarding the residency of Knoop, a registered sex offender. The citizen said the online registry showed Knoop lived in close proximity to a preschool and park.
According to court documents, Knoop registered in Fulton County on Aug. 11, 2023. During an address audit in May 2024, it was discovered Knoop’s registered address was in violation of a residency requirement. A letter was given to Knoop at that time, giving him until July 1 to move to a compliant address.
On Aug. 5, Fulton County’s sex offender coordinator said Knoop had updated his address to the Rochester Motel on July 1. When the sheriff went to the motel, he spoke with two hotel occupants who said Knoop did not reside in the building.
The department learned Knoop had stayed in the hotel on July 1, but has not resided there since.
Knoop was booked in the Fulton County Jail on Aug. 8.
