Plymouth Man Arrested After Officers Respond To Reports Of Suspicious Activity

WINONA LAKE — A Plymouth man was arrested on drug charges after officers responded to two reports of suspicious activity in the Winona Lake area.
James Carlisle, 32, 10924 Lincoln Highway, Plymouth, is charged with possession of methamphetamine, a level 4 felony; and possession of a syringe, a level 6 felony.
On July 9, a Winona Lake Police officer responded to a report of suspicious activity. A man said Carlisle came to his home and attempted to get someone inside of the residence to come to the door.
According to court documents, doorbell footage showed Carlisle run up onto the man’s porch while carrying either a large metal file or chisel under his arm. While Carlisle stood at the door, a person drove by and asked what he was doing. Carlisle then left and got into the vehicle.
About an hour after this incident was reported, a second homeowner said Carlisle was in his garage, acting paranoid and concerned that someone was after him.
Carlisle told the officer he was from the Knox area and was trying to find a relative who lived somewhere in the Warsaw area. Due to his behavior, the officer believed Carlisle was under the influence of some type of drug.
Upon searching Carlisle’s person, the officer found a syringe and 5.8 grams of meth.
Carlisle has an initial hearing at 8:15 a.m. Thursday, Aug. 1, in Kosciusko Circuit Court.
