Audit Finds Kosciusko County Election Systems Functioned Properly

KOSCIUSKO COUNTY — Kosciusko County Election Board has received its post election audit results from the Voting System Technical Oversight Program team, which conducted a post-election audit on June 5.
Kosciusko County Clerk for the Circuit and Superior Courts Ann Torpy volunteered for the county to participate in the audit, paid for by the Indiana Secretary of State’s office. She did this to show county voters the county’s systems are accurate and ensures their votes are being cast and counted properly at the county level on election night.
“I have not had any doubts about the results we received, I have always had faith in our voting systems accuracy,” said Torpy. “I do feel the audit was worthwhile because I want it to ease the doubts of our voters in the county” She noted there was an error found where Sue Ann Mitchell’s name was used instead of Tyler Huffer. “It was a mistake fro the VSTOP team.” She will be contacting them to have it corrected. “It was just a typo so it doesn’t affect our results of the audit at all.”
That audit sampled 126 ballots, 120 of which were able to be inspected for audit and six ballots skipped because they were Democratic ballots. The result of inspecting 120 ballots showed a Cast Vote Record and Voter Verified Paper Audit Trail match, resulting in a 100% match rate. According to the report, the estimated sample to achieve the set risk limit and confidence level was 120 inspected ballots, but was achieved after 113 inspected ballots.
The audit concludes with 99% confidence the election systems functioned properly resulting in correctly tabulated and reported election outcomes.
A full summary report of all post election audit activities throughout the state and respective results will be prepared and submitted to the Indiana Secretary of State and all counties involved in a 2024 Primary Post-Election Audit.
The eight-page summary of the audit goes through the pre-audit process, execution of post-election audit including VSTOP team members, county election officials and members of MicroVote who participated in the audit.
The summary states the contest requiring the largest sample size for audit was the Republican Kosciusko County Commissioner Northern District at 120 ballots. The Republican Kosciusko County Surveyor race required 35 ballots and the Republican Kosciusko County Corner rquired 39 ballots. All three contests were inspected on each ballot sampled for audit if needed and applicable. Inspected by at least one county election official and one member of the vStop audit Team, each ballot was reviewed for the CFR to VPAT match for the selected contests. Inspection continued until at least the minimum number of ballots required for inspection were met to achieve the set 1% risk limit and 99% confidence level.
