Milford Redevelopment Commission Approves Developer Agreement For Housing District

The key order of business at the Milford Redevelopment Commission’s meeting on Tuesday, Oct. 10, was a new developer agreement regarding the construction of the Eastfield subdivision in Milford’s east TIF district. The agreement, between the RDC, the Town of Milford, and Miller East, LLC, lays out how funding will be used in Eastfield’s construction and maintenance.
The agreement states that an overall total of $1 million will be paid for the purchase of all public infrastructure required for Eastfield, which will be funded by 50% of the tax increment captured by the RDC from the Eastfield housing TIF. Payments will be made by the RDC provided other conditions in the agreement are met.
Individual payments are capped off at $500,000 each for all public infrastructure required to complete Phase I of construction, which will consist of 21 lots (out of a planned 52) including a sanitary lift station. According to commission member Dan Brown, this cap is to prevent a developer from collecting the full payment without completing the whole project.
The Town of Milford is included in the agreement because these public improvements will ultimately become the responsibility of the town. However, the maintenance of sidewalks, easements and common areas in Eastfield will be the responsibility of developers, homeowners and the Home Owners Association.
After the terms were discussed, the RDC unanimously approved the agreement. The final step needed to get such a project going is approval from Milford’s Town Council.
In other business, Commonwealth Engineers has created plans and submitted permit applications for the utility extensions under 1300N that were approved at the RDC’s last meeting. Brown said that BRTB, which has agreed to finance any necessary improvements to the area, will begin installing lines as soon as permit approval comes in.
