Two Arrested On Drug Charges After Officers Respond To Overdose

WARSAW — Two people were recently arrested on drug charges after emergency personnel responded to an overdose.
Lisa Ann Withers, 44, 602 S. Union St., Warsaw, is charged with dealing a narcotic drug, a level 5 felony; and possession of a narcotic drug and maintaining a common nuisance, both level 6 felonies.
Mark Edward Young, 63, 602 S. Union St., Warsaw, is charged with possession of a narcotic drug and maintaining a common nuisance, both level 6 felonies; and possession of paraphernalia, a class C misdemeanor.
On Dec. 9, 2022, an officer with the NET 43 Drug Task Force responded to a drug overdose. Emergency personnel arrived at the scene, beginning CPR and administering Narcan to the overdose victim, identified as Young. Withers was present at the home during the overdose.
According to court documents, Withers said she arrived at the home about 20 minutes prior to Young overdosing and said she assumed Young took heroin because that was what he was known to use. The officer noticed Withers had constricted pupils and could hardly keep her eyes open. Withers said it had been several weeks since she last used drugs.
Young admitted to using fentanyl, a narcotic drug, and said Withers gave it to him. The officer found physical evidence of drug use in the home.
Both Young and Withers were taken to a local hospital for treatment.
At the time of this incident, Young and Withers both had pending criminal cases for drug possession. Withers was previously convicted of meth possession in August 2018 in Kosciusko County.
Young was booked in the Kosciusko County Jail on May 10, 2023. Withers was booked in KCJ on May 16, 2023.
