West Arrested After Improperly Registering Home Address

LARWILL — A Larwill man was recently arrested after registering his home address as a location he was not allowed to live at.
Andrew Joseph West, 34, 5079 N. Elder Road, Larwill, is charged with failure to register as a sex offender with a prior conviction, a level 5 felony.
On Feb. 13, West was scheduled for a sex offender registry appointment at the Whitley County Sheriff’s Department and was a no-show. A relative of West’s called and rescheduled the appointment for Feb. 17, which West attended.
According to court documents, West said he needed to change his residency to a location near Larwill.
West was convicted of sexual misconduct with a minor in Kosciusko County in August 2009. In that case, West received a two-year suspended sentence. He also received a 10-year sex offender registration by the Indiana Department of Correction, which expires in December 2026.
On Feb. 20, a Whitley County Sheriff’s Office deputy went to the Larwill residence West registered as his new address. The deputy did not have anyone answer the door at that time. He returned on Feb. 26 and met with a relative of West’s, who said West was not living there because the relative would not allow him to do so.
The relative told the deputy West was living in a camper north of Larwill. West was not present when the deputy went to the camper. The deputy also was unable to get in touch with West via phone.
West has a prior failure to register charge from Allen County in September 2012. In that case, West was sentenced to DOC and was released May 25, 2014. He was also convicted for failure of a sex offender to possess identification in Whitley County in November 2022.
West was booked in the Whitley County Jail on March 1.
