Arnolt Property Transferred To Redevelopment Commission

WARSAW — Ownership of the Arnolt property on East Durbin Street, near Argonne Road, will soon be transferred from the City of Warsaw to the Warsaw Redevelopment Commission.
Community and Economic Development Director Jeremy Skinner presented a resolution on changing the property’s ownership during a Warsaw Board of Public Works and Safety meeting on Friday, Sept. 16. Skinner said that WRC began the disposition process during their Sept. 12 meeting.
Once the Arnolt property is transferred to WRC, the property will then be disposed to the city’s development partner, Real America. The Arnolt property will become a 60-unit affordable family housing development.
“Each different entity has a different way of disposing property,” said Skinner. “In order for us to do this development deal, it needs to be in the Warsaw Redevelopment Commission’s ownership.”
When asked for an estimate on a start time for construction, Skinner said it will probably start in the next one to two weeks.
Also during the meeting, the Warsaw Police Department requested approval to participate in 2023 grants for the Comprehensive Hoosier Highways Injury Reduction Program and Stop Arm Violation Enforcement. Both grants will be coordinated through the Town of Winona Lake, as part of the Kosciusko County Traffic Safety Partnership.
If awarded, funds for the CHIRP grant, Kosciusko County will receive about $84,000, with WPD receiving about $20,000. WPD would receive about $4,500 from the SAVE grant.
A CHIRP grant would help pay police officers overtime to enforce laws regarding motorists not wearing safety belts, as well as impaired driving and speeding. SAVE would also pay overtime to officers as they work to improve compliance with school bus stop arms.
The Board approved WPD’s participation in the grant processes.
The Board’s next meeting is at 10:30 a.m. Friday, Oct. 7, in Warsaw City Hall.
