Repeat Offender Accused Of Switching UPC Codes At Walmart

WARSAW — A Warsaw woman was recently arrested after stealing merchandise from Walmart, even though she had been trespassed from the store.
Roxanne Marie Ratliff, 40, 7232 E. CR 650N, North Webster, is charged with making a false sales document, possession of methamphetamine and sentence enhancement theft, all level 6 felonies; and possession of a controlled substance, criminal trespass and theft, all class A misdemeanors.
On Nov. 25, 2020, a Warsaw Police officer went to Walmart regarding UPC codes being switched on merchandise. Upon arrival, the officer was shown video surveillance of a woman, identified as Ratliff, switching UPC codes to under-ring merchandise at a self-checkout register. Ratliff was then detained by the store’s asset protection department.
According to court documents, while searching Ratliff’s purse, the officer found several items that Ratliff didn’t pay for. The officer also found a prescription bottle containing a mixture of several different pills, some of which were identified as hydrocodone and Xanax. Ratliff said the pills were prescribed to her but that she didn’t have the bottles for them.
A glass smoking device with methamphetamine residue, as well as several grocery items, were also found in Ratliff’s coat pockets.
Ratliff was previously convicted of theft in October 2020. At that time, she was given a trespass warning not to be on Walmart’s property.
She was booked in the Kosciusko County Jail for this case on Jan. 28, with a $5,250 surety and cash bond.
