Winona Lake To Use BOT Approach To Build Future Ice Rink
Staff Report
WINONA LAKE — Winona Lake is to use a process called BOT to build an ice rink.
At a special joint meeting of the Winona Lake Town Council and Winona Lake Redevelopment Commission on Tuesday, Dec. 22, the council approved using the method. BOT stands for build, operate and transfer and means a developer can essentially complete a project and later transfer ownership to a government entity.
The council and commission also both passed a memorandum of understanding allowing WL Ice, LLC to create the Winona Lake Park Pavilion and Ice Rink.
The town will prepare a formal agreement with WL Ice, LLC in the near future.
Plans are for the rink to be complete in November 2021.
The K21 Health Foundation granted $1.5 million to the town earlier this year to build the rink.
