Sewer Feasibility Study Approved
WARSAW — Two sewer feasibility studies were approved by the Warsaw Board of Public Works and Safety Friday morning, April 15. The studies will look into the Airport Industrial park area, Deer Trail and Ellsworth Street areas.
Wessler Engineering, Inc., Fort Wayne, was hired for all three studies at a total cost of $52,800.
Jeremy Skinner, city planner, stated the city is in the process of looking at annexation in the area of the Airport Industrial Park. The study will “dig deeper” in one of eight areas identified as being in the city limits but not having city sewer. Skinner noted a portion of that area does have sewer.
Skinner, along with Brian Davison, utility manager and James Emans, city engineer, stated the two other areas were determined priority areas to see if sewer service could be provided. Emans stated topography is often the reason for the lack of sewer service within the city limits. He noted the studies will determine if there are cost effective ways to provide service. He noted it is a cost v. revenue situation.
During other wastewater business, Beer & Slabaugh, Inc., Nappanee, was awarded the contract for relocating the Winona Avenue sanitary lines. While three bids were requested, Beer & Slabaugh was the only submitter. The project will cost $108,145. This project relocates sewer lines that currently go under the railroad tracks in two locations. The project, while not a high priority, will be coordinated with the construction now underway for First Source Bank. Relocation at a later date would increase costs.
During other business:
- Approved the closing of Center Street between Lake and Buffalo streets from 7 a.m. to 2 p.m. Saturdays between May 7 to the end of October for the annual farmer’s market.
- Approved a taxi permit for Ride on the Rocks, formerly Yellow Cab.
- Granted permission for the police department to apply for seven bulletproof vests through the U.S. Department of Justice, Bureau of Justice Assistance’s Bulletproof Vest Partnership. The cost will be 8,400.
- Approved an agreement with Broadvoice for a $100 upfront cost and $117 per month bill for phone service at the cemetrey.
- Approved contracts for the Central Park Concert Series with: Lemon Brothers Band for June 24; Meet the Beatles for July 15; Marty Miles Band for July 29; Mike Milligan & Steamshovel for Aug. 12 and BelAirs for Aug. 18. The contracts totaled $5,600 and will be paid from the grant received through the Kosciusko Community Foundation.
- Approved a contract with Chicago Dog House to provide 100 hot dogs for the Mommy Son Adventure which will have a sports theme. The contract is for $225.
- Granted a pay application for Buffalo Street project engineering at a cost of $22,490.50 to American StructurePoint, Inc., Indianapolis.
- Approved an agreement with A-Z Engineering, Fort Wayne, for the Husky Trail construction engineering services in the amount of $297,587.60. This will cover the cost of having a state certified engineer on site during construction.
- Approved an agreement with American StructurePoint for the design of a new lift station for the Buffalo Street project. A cost of $50,025.
The next meeting of the Board of Works will be at 10:30 a.m. Friday, May 6.
