Public Affairs Group Hires Sand As Senior Associate

INDIANAPOLIS — Jon Gubera, principal of Gubera Public Affairs (GPA) has hired Zack Sand as senior associate.
Sand will utilize his deep relationships and understanding of the legislative process to help clients navigate the sometimes complex administrative and legislative processes across various levels of government. He will represent GPA clients in a wide range of policy matters before the state of Indiana s executive and legislative branches.
Gubera Public Affairs is a multi-client government affairs firm based in Indianapolis. Jon Gubera is the Principal of GPA. The firm offers a full complement of government affairs consulting services including legislative and executive branch lobbying, regulatory representation, strategic planning, policy analysis, economic development, grassroots management and political information services.
“Zack brings tremendous value to GPA due to his extensive experience in the Indiana State Senate, recent advocacy work for Allen County and his tireless work ethic. I am very excited he has joined our team and look forward to GPA providing more services to our growing business,” Gubera said.
Additionally, Sand formed Sand Strategies, LLC. The organization will provide project management, strategic planning and political consulting including campaign management, communications, community outreach, fundraising, and grassroots mobilization to clients. Sand Strategies will serve the needs of advocacy groups, businesses and political candidates at local, state and national levels.
Sand previously served as the Government Affairs Director of Allen County. Prior to advocating on behalf of Allen County, he was the Legislative Assistant to State Senator Andy Zay and State Senator Victoria Spartz in the Indiana State Senate and Field Director to the Indiana Senate Majority Campaign Committee.
He served as field manager to the Victoria Spartz for Congress Campaign during the 2020 election cycle which was successful in winning the open seat previously held by Congresswoman Susan Brooks.
Formerly from Warsaw, Sand worked in healthcare for Tecomet and Parkview Health. He holds a bachelor’s degree in Public Affairs from Indiana University and is a graduate of the Indiana Leadership Forum.
