ADA Role Transferred To Warsaw’s New Plan Director

WARSAW – The city’s new city planner was officially given the responsibility of overseeing ADA compliance.
Justin Taylor was promoted from senior plan director to the new title earlier this year after longtime plan director Jeremy Skinner was promoted this year to Community & Economic Development Director.
City Council passed a resolution shifting the duties from Skinner to Taylor Monday night during a brief meeting.
Among other things, Taylor oversees the grievance procedure for ADA-related issues used to meet the requirements of the Americans with Disabilities Act of 1990. It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the City of Warsaw.
The City’s Personnel Policy governs employment-related complaints of disability discrimination and should be directed to the Human Resources Director.
ADA is part of the city’s Title VI program overseen by Human Resources Director Jennifer Whitaker, who reintroduced the city’s Title VI before council Monday night. The document recaps the city’s role in meeting federal government guidelines for Title VI, which are often tied to federal money.
The new version, which makes filing complaints more clear, will be updated om the city’s website in the near future, Whitaker said.
Council approved the update without opposition.
“We’re not just jumping through a hoop so that we can get money,” said Councilmember Diane Quance. “This is a policy and a philosophy of how we operate your city from the top-down and bottom-up.”
