Lowe Charged With Third Home Improvement Fraud Case In Kosciusko County
KOSCIUSKO — A local man was booked into jail on Tuesday, Sept. 10, for his third case involving allegations of home improvement fraud in Kosciusko County.
Jeremiah Donald Lowe, 36, has addresses listed for 3393 E. Old Road 30, Warsaw; and 18238 CR 46, New Paris. He is being charged with theft, a level 6 felony; and home improvement fraud, a class B misdemeanor.
On Tuesday, July 30, a woman filed a complaint in regard to home improvement fraud. The homeowner said that on April 13 she signed a contract with Lowe to have her roof replaced for $9,520. As a down payment, she paid Lowe $7,220, with the remaining $2,300 due when the job was completed.
According to the affidavit of probable cause, Lowe told the homeowner the job would take about three weeks. Since the roof was not completed within that time period, the homeowner made contact with Lowe to cancel the contract. Lowe informed her he would refund the deposit.
Lowe sent a woman to the homeowner’s residence to return her deposit. She gave the homeowner $1,000 and said the remaining balance of the deposit, $6,220, would be returned to her before July 31.
A detective with the Kosciusko County Sheriff’s Office made several attempts to contact Lowe about the matter. On the last attempt, a man by the name of Anthony stated he represents Lowe and that all further communication would be done through him.
According to the charging documents, Lowe still has not refunded the homeowner the remaining balance or completed the roof work.
Lowe currently has two other pending cases for home improvement fraud in Kosciusko County.
