Warsaw Redevelopment Commission Works To Combine Northern And Eastern TIF Districts
WARSAW — The Warsaw Redevelopment Commission made progress towards combining the northern and eastern TIF districts during the meeting held Monday, Sept. 10.
Randy Rompola, Umbaugh & Associates, was present to introduce two resolutions related to the process.
The first resolution 2018-09-01 is a declaratory resolution. The proposed resolution expands the northern TIF district to include the recently annexed area surrounding the airport. The resolution then combines the northern and eastern TIF districts into one consolidated northern TIF district.
“The declaratory resolution makes the necessary findings and facts to indicate that the expansion area is an area needing development and it needs public infrastructure improvements,” explained Rompola. “By doing all of that, you’re anticipating the tax base will grow because the improvements will hopefully lead to new and increased development in the area.”
The commission approved this resolution. Moving forward, this resolution will go before the Warsaw Common Council for approval and come back for a final hearing with the Warsaw Redevelopment Commission. A confirming resolution will then be available for adoption.
This resolution was then approved later that evening by the Warsaw Plan Commission during a short meeting.
The second resolution is a lease agreement with the Warsaw Redevelopment Authority regarding the upcoming airport sanitary sewer project. The lease outlines that the bond for the upcoming project is not to exceed $7 million. This resolution includes a preliminary lease agreement which will be amended once official bids for the project are received.
The board approved this resolution. A public hearing for this resolution will be held at 4 p.m. Monday, Sept. 24.
City Planner Jeremy Skinner noted, “Everything we’ve been planning for the past six years is finally starting to culminate.”
