Bids Accepted For Sewer Rehabilitation Project
WARSAW — Bids for three sewer rehabilitation projects were accepted at today’s Public Board of Works meeting, Nov. 17. Bids were opened at the Nov. 3 meeting. With the project being funded in part by a state revolving fund, bid acceptance is contingent upon finalizing funds.
City of Warsaw Utility Manager Brian Davison recommended the following bids:
- Replacement of existing 4-6 inch sanitary sewer: Selge Construction Company in the amount of $1,004,807.29.
- Small diameter (less than 15 inches) manhole and sewer rehabilitation: Layne Inliner, LLC in the amount of $3,313,874.50.
- Large diameter (greater than 18 inches) manhole and sewer rehabilitation: Layne Inliner, LLC in the amount of $2,391,343.50.
Layne Inliner, LLC won the bid for the large diameter project despite not being the lowest bidder due to Michels Corporation not including Form 96.
“By state statute that is the official bid,” commented city engineer James Emans about the missing form. “It wasn’t a legitimate bid without the Form 96.”
In other business:
- Rebecca Jenkins, Warsaw utility payment supervisor, brought forward a missed wastewater billing. The current homeowners of the 900 block East Garfield Street residence have lived in the home since 2004 and haven’t received a bill in at least six years. The board approved not back-billing the homeowners because it was the city’s mistake. Billing for the homeowners will resume next billing cycle.
- The board approved the release of Ruth Howard’s mortgage.
- The board approved an agreement with Umbaugh and Associates for their services regarding municipal sewage works.
- The board approved for park superintendent Larry Plummer to secure the gospel group Whisnants for the 2018 concert series.
- Warsaw Fire Chief Mike Wilson presented a contract for the emergency reporting program MobileEyes. The board approved.
- Davison presented one change order and two pay orders for the Eisenhower Basin project. All were approved.
- The board approved the submittal of plans for Market Street to INDOT.
- The approval of new hire Daniel Clemens was tabled due to board member Jeff Grose being absent and Clemens being a distant relative of board member George Clemens.
- A travel request for Shade Keeny to attend Battalion Chief Prep School in Avon was approved.
