Leesburg Town Council Topics Include Memorial Day Parade And Garage Sales
LEESBURG — Town garage sale days and clean up days were scheduled at the Leesburg town council meeting held Monday, April 10. Scheduled garage sale days for the town of Leesburg are Friday, June 9, and Saturday, June 10. The following week town clean up days have been scheduled for Friday, June 16, and Saturday, June 17. Trash dumpsters will be available so that residents may dispose of appropriate items.
Sue Charlton was in attendance to request permission to hold the Leesburg Memorial Day parade. This request was immediately and unanimously approved by council members. The Memorial Day parade will be held at 10:30 a.m. Monday, May 29. Line up downtown by 10:15 a.m. Service will be at the Leesburg Cemetery following the parade. Tom Moore, Leesburg town council vice-president, said the parade has become quite a hit and, “It is nice to see people recognizing the reason for a Memorial Day parade.”
Derek Tenney, Tenney & Sons Inc., gave a sanitary sewer report update on Leesburg Elementary School. Tenney stated that the plan is to go in every two months to remove debris with his septic tank truck. Tenney reports minor fluctuation here and there, primarily due to spring break falling during the time he was performing checks. Tenney apologized for having not contacted Dirk Felger, head of maintenance at Warsaw Community Schools. Tenney assured council members that he will make contact with Felger to give him information regarding the game plan and schedule.
The street commissioner position remains open. Applications are being accepted at this time. The street commissioner report was read by Moore. The report included information about the railroad crossings in town which Moore described as being in “Very deplorable condition.” According to Moore, it is the responsibility of the railroad to fix these. A work order will be submitted.
There is a streetlight out at the corner of Jefferson and Prairie streets, Leesburg. NIPSCO has been contacted regarding this issue.
Dave’s Electric has been contacted due to electrical issues with a street light and flagpole light at Van Buren Street, Leesburg.
It was discussed that Hoplore Brewing, a brewery/restaurant located at 100S Old State Rd 15, Leesburg, has acquired their liquor license so there will soon be a new business opening on the outskirts of town.
The new speed limit is 25 mph throughout the town of Leesburg. Doug Jones, Leesburg town council member, contacted INDOT, who referred him to the Manual on Uniform Traffic Control Devices. Jones states there is a three page section related to speed limit signs. Recommended placement is to have speed limit signs in entrance areas from both ends of town. Signs will be ordered and placed in the near future.
Moore gave an assessment update on the Leesburg town hall building. Barr Design Group LLC, Goshen, has provided a preliminary floor plan. At this time public meetings cannot be held in that building due to the building not being ADA compliant. The options are to do nothing and let the building sit unused, remove the building altogether and put another building up, or make additions to the current structure to meet ADA compliance requirements. If additions are made to the building, the additions will be brick and will closely match the brick on the existing building.

- The Hickory Street storm drainage issue was discussed. Recommendations are to install a gutter and catch basin.

- The agenda was approved as presented and account balances and claim dockets were approved.
- There is to be no burning in the town of Leesburg.
- There is no parking on any street in Leesburg between 3 a.m. and 5 a.m.
