Hisey Declared Invalid, Under Home Detention Monitoring
SYRACUSE — The man who was driving drunk on Christmas and killed Kimberly R. Conrad, 61, Syracuse, and her son Stephen T. Conrad II, 32, has been declared an invalid and is in the Kosciusko County Community Corrections Home Detention Program.
Mickgomery Hisey, 26, 3 EMS D24 Lane, Syracuse, is being charged with two counts of causing death when operating a motor vehicle while intoxicated, level 5 felonies; two counts of criminal recklessness, level 5 felonies; two counts of causing serious bodily injury when operating a motor vehicle, both level 6 felonies; two counts of criminal recklessness with a vehicle, level 6 felonies; and operating a vehicle while intoxicated, a class C misdemeanor.
According to court documents, Hisey suffers from numerous, severe, physical ailments which require continual, intensive and expensive medical care. He was released from jail and put on a home monitoring program because his medical issues act as undue burden on Kosciusko County Jail staff and the citizens of Kosciusko County.
Superior Court Judge Joe Sutton declared Hisey and invalid and stated that he “currently poses no danger to the community.”
Hisey is currently in the Kosciusko County Community Corrections Home Detention Program. This programs monitors him via GPS. He is ordered to remain at his residence, 3 EMS D24 Lane, Syracuse, 24 hours a day except for documented medical treatment, attorney appointments or court appearances. Hisey may not consume any alcohol or non-prescribed illegal substances. He also may not operate any motor vehicles.
Hisey’s attorney Scott Lennox has filed to waive the right to an initial hearing. A preliminary plea of not guilty was entered on Hisey’s behalf. A status conference on the case is scheduled for 2:45 p.m. on February 23. Hisey is ordered to personally appear at the status conference.
