Dobbins, Wilhite Win Council Seats In Warsaw
WARSAW — Incumbent Cindy A. Dobbins and Jack Wilhite, both Republicans, were elected to the Warsaw Common Council, winning the two at large seats. But their win was not without a fight from Democrat opponent David Baumgartner.
“We did all we could do. I had people out canvasing, going door to door,” stated Baumgartner. “I wish Jack and Cindy the best. I know they will do well. I’m ready to serve the city in any way.”
Dobbins was a little relieved at retaining her seat. “I was concerned. Dave Baumgartner was a really strong candidate and worked really hard.” she stated. “I am excited to serve another four years. There’s still areas I want to see complete. The first year, 1 1/2 years are spent learning before the time comes when you feel comfortable. There is development I want to see through. I will miss Elaine Call, she was a great help and supporter. Jack (Wilhite) will bring new experience to the council,” she stated adding his experience in the corporate world is something “we don’t have at this time. Diversity will make it better.”
Wilhite is looking forward to a term on the common council. “I’m looking forward to the next four years. The city has a lot of projects. I will do the best I can and I will listen to the people.” However, he stated he is aware that for some he will be doing things the right way and others he will not.
Overall, Dobbins was an easy winner in the race receiving 726 votes, followed by Wilhite with 678. Baumgartner received a total of 375 votes.
Dobbins carried 10 of the 15 city precincts, tying with Baumgartner in one precinct, and Wilhite in another. Wilhite carried three of the precincts.
Unopposed candidates were Joseph Thallemer, mayor; Lynne Christiansen, clerk-treasurer; Jeff Grose, district 1; Mike Klondaris, district 3; William (Jerry) Frush, district 4; and Diance Quance, district 5. The seat for district 2, held by Charlie Smith, who died prior to the election, will be filled by a Republican caucus on Nov. 12.
Precinct Breakdown
Plaint 5 — This precinct reported an 8.27 percent turn out with 23 machine ballots cast and nine absentee ballots out of the 387 registered voters. dobbins received 23 votes, Wihite received 19 and Baumgartner received 16. Diane Quance, candidate for council district 5 seat, received 28 votes.
Warsaw 1-1 — Only 9.83 percent of the registered voters showed up at the polls in this precinct. There were 104 ballots cast (95 machine and nine absentee) out of the 1,058 registered voters. Dobbins received 84 votes, Wilhite, 79 and Baumgartner, 33. Jeff Grose, candidate for district 1 seat, received 66 votes and Quance received 32 votes.
Warsaw 1-2 — There was a 12.58 percent voter turn out in this precinct with 54 machine ballots and five absentee ballots cast. The total number of registered voters is 469. Dobbins received 42 votes, Wihilte received 41 and Baumgartner received 24. Grose received 48 votes.
Warsaw 1-4 — The voter tun out for this precinct was at 10.80 percent with 70 of the 643 registered voters casting their votes. There were 68 machine ballots and two absentee ballots. Dobbins received 55 votes, Wihite received 50 and Baumgartner received 24. Grose received 36 and Quance received 31.
Warsaw 2-1 — This precinct had 979 registered voters with 64 casting machine ballots and eight absentee ballots for a total turn out of 7.35 percent. Dobbins received 47 votes, Wihite received 51, and Baumgartner received 33 votes. Charlie Smith would have been a candidate in this district. Listed as a deceased candidate, he received 34 votes.
Warsaw 2-2 — There were 10.86 percent of the voters turn out in this precinct. There were 62 out of 571 votes cast with 54 machine ballots and eight absentee ballots. Dobbins received 49 votes, Wilhite received 43, and Baumgartner 19. Smith would have received 25 votes and William Jerry Frush, candidate for district 4 seat, received five votes.
Warsaw 3-1 — A total of 131 registered voters, out of the 1,130, cast votes to give the precinct an 11.59 percent turnout. There were 11 machine ballots cast and 20 absentee ballots. Dobbins received 94 votes, with Wilhite receiving 98 and Baumgartner receiving 48. Mike Klondaris, candidate for council district 3 seat, received 111 votes.
Warsaw 3-2 — The largest precinct in the city with 1,174 registered voters, had an 11.93 percent voter turn out. There were 126 machine ballots cast with 14 absentee ballots. Dobbins received 104 votes, Wilhite received 83, and Baumgartner received 62. Klondaris received 106 votes, and Frush received 18 votes.
Warsaw 3-3 — This precinct had the lowest voter turn out with a 1.56 percent turn out. Only one vote was cast of the 64 registered voter. This voter cast one vote for Dobbins and one vote for Baumgartner. Wihite received no votes. Klondaris received one vote.
Warsaw 4-1 — A turn out of 8.90 percent was seen in this precinct with 64 of the 719 registered voters casting votes. There were 59 machine ballots and five absentee ballots. Dobbns and Wilhite tied in this precinct with 45 votes each and Baumgartner received 22. Candidates Mike Klondaris, council district 3 seat, received 16 votes and Frush, received 36 votes.
Warsaw 4-2 — Voter turn out was at 10.54 percent for this precinct, with 27 voters casting votes of the 351 eligible voters. There was 36 machine ballots and one absentee ballots. Dobbins received 28 votes, Wilhite received 22 and Baumgartner received 17. Frush received 30 votes.
Warsaw 4-3 — There was an 11.15 percent voter turn out for this precinct with 36 of the 323 registered voters casting votes. There were 34 machine ballots and two absentee ballots. Dobbins received 26 votes, with Wilhite receiving 27 and Baumgartner 13. Frush received 34 votes.
Warsaw 5-1 — A total of 79 voters went to the poll in this precinct giving a 13.14 percent turn out. There are 601 registered voters, with 71 voters casting machine ballots and eight voting absentee. Dobbins received 56 votes, Wilhite received 57 and Baumgartner received 30. Quance received 70.
Warsaw 5-2 — A total of 56 votes were cast in this precinct, for a 9.49 percent turn out. A total of 590 registered voters are in the precinct. There were 53 machine ballots cast and three absentee ballots. Dobbins received 44 votes, Wihite received 37, and Baumgartner received 22. Grose received 49 votes.
Warsaw 5-3 — This precinct had 6.13 percent of its registered voters show at the polls. Thirty-one votes were cast by machine ballots with five absentee ballots cast. There are 587 registered voters in this precinct. Dobbins received 28 votes, Wilhite received 26, and Baumgartner received 10. Grose received five votes, Smith would have received three votes and 19 were cast for Quance.
